• Ensures protection of public health and environment through compliance with regulation and policy.
• Provides programmatic and administrative guidance to EH staff. Assigns staff and adjusts resources to address and minimize backlogs.
• Interacts with local governing officials, other agencies, and the public to address complaints or concerns.
• Provides or supports staff training to maintain a high level of technical competence. Implements and promotes district quality assurance plans within primary assigned regulatory programs by complying with applicable agency standards established by regulation and policy as well as district-specific initiatives.
• Identifies barriers to quality, and suggests and implements methods to improve accuracy, completeness, consistency, timeliness, and customer (both internal and external) satisfaction. Shares problems and solutions with colleagues within and outside of district to identify and implement best practices for improving quality and customer satisfaction.
• Monitors workflow of direct reports to identify backlogs and implements solutions in coordination with manager. Responds to staff requests for assistance within 3 workdays. Responds to customer concerns within 3 workdays. Follows up with staff as appropriate in response to quality assurance reviews.
• Minimum twice monthly in person work review for each direct report, conducted at the report's work site. Documents findings and implements plan to address deficiencies and improve performance. Identifies and informs manager of resources (training, equipment, etc.) needed by direct reports to maintain and improve quality.
• Encourages collaboration among all levels of staff to promote program excellence. Oversees and promotes professional development of direct reports.
• Maintains without interruption any required licensure or other certification required to perform inspections and permitting activity within primary assigned regulatory programs.
• For assigned projects: Uses available personnel and material resources in an efficient manner to accomplish EH programs. Uses good judgment in the interpretation of regulations and policies for EH staff and the public as appropriate. Encourages employees to improve proficiencies.
• Working with manager, staff and co-workers, improves work processes by making suggestions and jointly developing changes to improve services and enhance efficiency and effectiveness of District operations. Shares fairly in assigned tasks and helps in other areas when needed.

• Demonstrate knowledge and/or experience of environmental health science and public health principles in the areas of food protection and sanitation.
  • Communicate effectively with the public, internal/external partners and staff, proficient in basic computer software.
  • Provide direction to appropriate leadership in targeted areas, present education programs to adults; customer-service oriented and works effectively as a team member.
  • Demonstrable time management skills in order to meet workload demands; Skills in problem solving essential with analyzing information and making recommendations.
  • Ability to interpret and apply regulations.

• Serves as environmental health technical leader, mentor & subject matter expert as an advanced practitioner for the agency in one or more EH programs such as Food Safety, Onsite Soils, and Grade-A Milk.
• Performs complex environmental health functions, provides consultation & training to EH staff: assists in conducting training and may provide formal input into performance evaluations of EH staff.

Technical Specialist (Dairy):

• Functions as environmental health technical leader, mentor & subject matter expert as an advanced practitioner for the grade A milk program.
• Performs complex environmental health functions, provides consultation and training to EH staff, and maintains the VDH Certified Milk Sanitation Officer certification.
• Activities are carried out independently an include product sampling, inspection, and ensuring compliance of Milk Regulations for Grade-A products produced at facility.
• Supervisory guidance received in unusual situations such as compliance problems, inspection assistance, court actions involving complaints, and referrals made to other agencies.
