BUILDING SECURITY/ACCESS – 40%

Manages the proper operation of the building security system, door locks, motion detectors, and door alarm contact points

Responds to building alarms 24/7 for all four Virginia Housing properties. Notifies proper officials of alarms and breakdowns. Monitors the interior, and exterior security of the building via CCTV. Inventory, and issue building keys to associates as needed. Develops and maintains a current evacuation plan for fire, active shooter, severe weather, and earthquakes. Diagnose the building security system network problems and resolutions checking blueprints, repair manuals, and parts catalogs. Maintains records regarding equipment maintenance and performance. Researches, evaluates, and recommends changes in the building, and building systems that contribute to more effective and efficient capabilities. Guides managers and staff regarding employment practices, policy interpretation, problem resolution, and compliance with Virginia Housing regulations and state and federal law. Educates employees on new security procedures. Advises on and coordinates Fed/State and local compliance. Ensures all associates' vehicles are registered in the building security system. Enters new associates in security system, and assigns appropriate building access. Meet with all new associates to discuss safety & security. Travels to all Virginia Housing properties to perform life safety inspections. Attends safety meetings and/or participates in safety inspections.

CONTRACT MANAGEMENT – 10%

Manages, and oversees vendor inspections on building security systems, and fire systems. Monitors contracts for compliance and controls costs: Negotiates contracts with vendors, project owners, and service providers. Monitors general expenditures for safety equipment. Reviews and proofreads contracts, corrects errors, and makes changes accordingly. Monitors, evaluates and coordinates services provided by outside vendors. Ensures contract compliance; interacts with the customer to ensure needs are met. Oversees Virginia Housing contracts to be sure contractor is fulfilling contract requirements and pricing Verify payments for contractual services rendered. Coordinates purchasing activities, meets and communicates with current or potential vendors and performs follow-up as needed. Prepares specifications for purchases of materials, supplies, and equipment. Evaluates products. Prepares and approves vouchers for incoming invoices and submits them to Accounts Payable for processing promptly. Manages the contract, and schedules Capitol Police officer’s patrols at HQ. Schedules additional officers as needed. Acts as liaison to Capitol, Richmond, Henrico, and Wytheville police, and fire departments.

SUPERVISION AND DEVELOPMENT – 15%

Conduct needs assessments for the training of Virginia Housing and other related personnel. Guides, leads, reviews, advises, verifies, observes, and manages the work of people reporting directly to you. Plans, organizes and implements meetings using e-mails, telephone, and personal solicitations to ensure optimum participation. Oversees the supervision of assigned security officers (22), which includes training, knowledge of Virginia Housing life safety equipment, testing and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates contractors to achieve peak productivity and performance.

SAFETY ADVISEMENT AND TECHNICAL SUPPORT – 10%

Performs ADA audits and schedules panel hearings for non-worker compliance cases. Acts in a support capacity to panel. Maintains and controls OSHA logs. Investigates possible cases of criminal offenses. Investigates disruptions and incidents on Virginia Housing property. Provides advice on safety and related technical issues to Virginia Housing personnel. Provides consultation and assistance regarding specific matters within the identified area of expertise. Develops or implements safety programs. Ensures compliance with all environmental health and safety standards promulgated by all local, state, and federal agencies through the development and implementation of on-site inspections and monitoring programs.

VEHICULAR FLEET ADMINISTRATION – 10%

Manages all aspects of fleet vehicles and rentals. Authorizes, and schedules maintenance and repairs on vehicles. Complies and coordinates computerized fleet information. Performs monthly vehicle damage inspections for unusual wear and tear. Investigates accidents, toll violations, and moving violations. Provides direct support to the Budget and Risk Manager on all accidents or other incidents requiring insurance reporting. Issue facility parking authorizations and stickers when needed. Maintain database and issue reports. Coordinates the transportation of associates to meetings where parking may be limited or non-existent. Schedules monthly fleet vehicle detailing. Schedules fleet vehicles and rental vehicles for weekly usage. Updates vehicle policies and regulations as needed. Purchase, manage, and pays the monthly invoice for EZ-pass transponders. Prepares and submits applications for vehicle licenses and titles. Sell or in other ways dispose of Virginia Housing vehicles. Includes analysis of prices received versus established standards.

FACILITY COMPONENTS AND SYSTEMS – 5%

Schedules preventive maintenance on equipment and machinery. Inspect equipment and machinery i.e. fire suppression air compressors, fire swinging doors, fire roll-down doors, and parking deck gates. Researches, evaluates, and recommends changes in the building, and building systems that contribute to safety and security for the associates. Coordinates and allocates Virginia Housing resources in response to extraordinary circumstances which make standard operating procedures inappropriate. Performs special projects upon request, i.e. Disaster Recovery Plan. Performs miscellaneous job-related duties as assigned.

BUDGET – 5%

Prepares budget information for each fiscal year to include cost, description, and justification for new equipment and preventive maintenance information. Monitors expenditures by commodity to ascertain whether or not they are exceeding the budget limits for safety & security projects.

BUSINESS CONTINUITY/IR – 5%

Provides support for the security department BC plan as the Team Leader. Services on the initial response teams during disasters, or outages. Responds to all building-related emergencies for four Virginia Housing buildings 24/7. Develops and maintains a current evacuation plan for fire, active shooter, severe weather, and earthquakes for all Virginia Housing buildings. Develops floor warden training manuals, trains and holds regular meetings.
