•Responsible for managing the EEO discrimination complaints processing program - pre-complaint and formal, and administration of alternative dispute resolution (ADR) techniques - for HQ DLA, tenant activities, and other Defense agencies and organizations serviced by HQ.
•Review, analyze, and evaluate all pre-complaint intakes to determine which ones are conducive to ADR. Directs the assignment of all pre-complaints for counseling to EEO Counselors. Monitors the progress of pre-complaint inquires insuring compliance with regulatory time constraints and briefs the Staff Director on status.
•Reviews the response to all written correspondence or oral inquires coming into the office regarding pre-complaints from aggrieved persons and their representatives (legal or lay). Provides initial and follow- up guidance and direction to EEO Counselors regarding their inquiries.
•Serves as an EEO Counselor handling the most complex EEO cases including all class action complaints. Responsible for conducting an inquiry into the complaints including interviewing complainants, representatives, and witnesses; gathering all related facts and documentation; attempting resolution and negotiating with complainant and management to resolve; reducing terms of agreement to writing, debriefing the aggrieved and representative on facts gathered; and preparing a professional, thorough, and well-organized EEO Counselors Report.
•Responsible for all complaint-related reporting requirements including time line reporting in compliance with regulatory time constraints and cost reporting associated with each phase of EEO complaint processing, average processing days, resolution rate, etc. Produces the Annual Federal Equal Employment Opportunity Statistical Reports of Discrimination Complaints, EEOC Form 462.
•Act as the Staff Director in the absence of the Staff Director.
