Engaged representatives from across the Army enterprise to negotiate the implementation of acquisition reform initiatives. Collaborated with high-level teams with representatives from the Assistant Secretary of the Army for Financial Management & Comptroller, Army Budget Office, Army G-8, and the U.S. Army Acquisition Support Center to develop plans to implement
complex acquisition reforms within the boundaries of established Army and DoD rules, regulations, and policies. My efforts helped initiate ongoing Army efforts to implement the Defense Modernization Account and the Army Rapid Prototyping Fund with the goal of providing increased funding flexibility for the resourcing of acquisition programs.
Conducted strategic analysis of defense acquisition statutory requirements and legislation enacted through the annual National Defense Authorization Acts (NDAAs). Provided the DASA for Strategy and Acquisition Reform with an analysis of the effects of iterative legislative and statutory changes on Army acquisition processes from year to year. My analysis included a
review of 323 acquisition-related provisions contained in the NDAAs from fiscal years 2016 through 2019 and identified nine specific acquisition reform lines of effort to be proactively
implemented to improve the execution of Army acquisition processes.
Reviewed changes to acquisition statute and regulation resulting from legislation and identified required revisions to Army acquisition policies and administrative publications. Analyzed the
impact of statutory changes on regulations developed by the Office of the Secretary of Defense (OSD), including acquisition updates to DoD Directive 5000.01 and DoD Instruction 5000.02,
“Operation of the Defense Acquisition System.” My efforts assisted the proponent for Army Regulation 70-1, “Army Acquisition Policy” and Department of the Pamphlet 70-3, “Army Acquisition Procedures” prepare major revisions to Army acquisition policy and administrative guidance to comply with new statutory requirements and subsequent changes to DoD regulations.
Led DoD policy planning and development efforts for the DoD Recovery Coordination Program. Policy initiatives included; drafting, coordinating, conducting worldwide staffing, and publication of DoD policy guidance on the use of service dogs by service members (DoD Instruction 1300.27); and drafting and coordinating a planned major revision of the Recovery Coordination Program policy (DoD Instruction 1300.24). My efforts ensured these updated policies established consistent standards and processes across DoD, complied with new and existing statutory requirements, and met established DoD objectives for the care of wounded, ill, and injured service members.
Collaborated with five military component wounded warrior programs across DoD and the Departments of the Army, Navy, and Air Force to conduct strategic thinking and develop
cohesive DoD policy and procedures to govern case management processes. Ensured new policy requirements were developed with consideration for the unique populations, program structures and resources of the services’ programs.
