  • As Section Chief for the BMF Document Specific (BDOCS) - I oversee critical filing season project that process 65 different business tax forms for the average of 50-60 million filers and collecting 1.5 trillion dollars in yearly revenue. Manage upwards of 21 Internal Revenue Service (IRS) employees and contractors responsible for operating and maintaining for the processing returns and their associated schedules and attachments in the Generalized Masterfile (GMF) system. Coordinate closely with the Business and other IT stakeholder areas to ensure the programs are executed to process specific tax forms, returns and documents. These programs are updated based on yearly tax law modifications, legislation for mid-year changes and Fiscal Year changes.

Evaluate Work Request and prioritize change request with the operation budget.

Participate and provide guidance in high level short- and long-term budget planning. Develop complex solutions to t mitigate loss of resources, budget cuts, legislative changes, and major initiatives such as Economic Impact Payments (EIP) 1st and 2nd, American Rescue Plan, Taxpayer First Act, HIRE, Taxpayer First Act (TFA) Tax Reform. Developed and implement Succession Plans that consists of a Knowledge Transfer template, onboarding playbook, processes, and procedures for the Document Perfection Branch (DP2) to capture eligible retiree's institutional knowledge. Act on behalf of Senior Manager when on leave or assignment to other areas.

Led the implementation for the Quarterly and Annually filing business portions of the varies legislation directed towards COVID-19 for all upstream and downstream systems impacted throughout IT. Facilitated daily Rapid Requirements Elicitation (RRE) and Integrated Project Team (IPT) sessions between IT, Counsel and the business to accelerate the requirements and implementation processes. Developed future programs to allow rapid deployment of funding for future emergency relief. Led a team that developed quad charts and other documentation daily to keep executives updated. Reported out on a daily basis to the ACIOs of the current process, milestone achievements and any risk or concerns. As a result, trillions of dollars were released to the American people during the crisis. As a result, received a Commissioner's award.

Spearheaded the GMF Modernization effort across Submission Processing to replace legacy systems with

Modernized programming languages and tools. Developed short term plans to deliver prototypes of 4 tax forms converting COBOL to Java. Worked closely with Enterprise Services and varies vendors to develop long term goal ofreplacing Generalized Mainline Framework (GMF) with the Common Perfection Processes (CPP) which comprise of microservices and moving off expensive mainframe system to the cloud. Ensure the project aligns with the agencies goal as well as IT. Develop, plan, and execute 3-year budget plans and hire FTEs to help carry out the mission.

Coordinated with Labor Relations, and Reasonable Accommodations to ensure my staff with special need accommodated. Ensure my staff have all the equipment (hardware, software, and furniture) to function at a high level. Ensure that remote employees stay fully engage and well equipped.
